Gauteng Opens High-Tech Smart Licensing Centre at Umphakathi Mall
Gauteng MEC for Roads and Transport, Kedibone Diale-Tlabela, has officially launched the new Umphakathi Mall Smart Driver’s Licensing Testing Centre (DLTC) in Randfontein, marking another major step in modernising public services across the province.
The state-of-the-art centre, unveiled on Thursday, 5 February 2026, is located at Umphakathi Mall in the Rand West City Local Municipality. It forms part of the Gauteng Provincial Government’s broader drive to upgrade licensing facilities and improve service delivery for residents. Designed to transform the vehicle and driver licensing experience, the centre uses smart technology, upgraded infrastructure, and streamlined systems to make services faster, more efficient, and more user-friendly.Speaking at the launch, MEC Diale-Tlabela highlighted the importance of bringing quality government services closer to communities.
“The opening of the Umphakathi Mall Smart Licensing Centre demonstrates our commitment to building a capable, responsive and people-centred transport system,” she said.She added that the department is focused on making licensing services more accessible and dignified for residents. “We are modernising our DLTCs to ensure that residents can access efficient and reliable services closer to where they live, while strengthening road safety and regulatory compliance across Gauteng,” said Diale-Tlabela.
Gauteng operates a network of Driver’s Licensing Testing Centres across the province’s five development corridors. These centres play a vital role in promoting road safety, enforcing compliance, and delivering essential public services. However, many facilities have faced challenges such as long queues, limited access, and ageing infrastructure. Smart Licensing Centres are part of the province’s reform programme aimed at addressing these issues. The new facilities offer modern, secure, and customer-focused environments that improve turnaround times and protect the integrity of licensing systems.
The Umphakathi Mall site also supports the province’s commitment to expanding access to quality public services in townships, informal settlements and hostels. By placing the centre inside a community-based shopping hub, the department aims to reduce travel costs and inconvenience for residents who previously had to travel long distances for licensing services. More Smart Licensing Centres are planned across key development corridors in Gauteng as part of ongoing efforts to cut waiting times, clear backlogs, and improve access in high-demand areas.
The Umphakathi Mall Smart Licensing Centre operates Monday to Friday from 08:00 to 17:00, and on Saturdays from 09:00 to 15:00.
