Joburg Central Library Repairs Still Underway
The Johannesburg Development Agency (JDA) has been undertaking renovations, roof repairs, and fire protection systems upgrades at the City Library on behalf of the City of Johannesburg’s Community Development Department.
The scope of works is to ensure the library complies with Emergency Management Services (EMS) by-laws and National Building Regulations include:
- Building works (alterations, waterproofing, carpentry and joinery, ceilings, partitions, access flooring, floor coverings, ironmongery, metal work, glazing and paint work).
- Mechanical installations (HVAC, fire protection, smoke detection and toilet ventilation).
- Electrical installations (This section will place emphasis on the statutory approvals that are required for the project.
In early October, the JDA hosted a stakeholder forum meeting with about the City Library. Some of the outcomes from the meeting include:
- A common goal was reached that the opening of the library in early 2025
- Safety and compliance with City by-laws
- Greater and harmonious stakeholder consultation
One of the key undertakings for the opening of library, as per EMS approval process, is the inclusion of a 300-kilolitre plus fire water tank that also has a pumping system. The current library’s water pressure is low for an emergency event such as a fire.
Other requirements include:
- Fire doors to be changed to Gregorian Wire 120-minute fire rating
- 120-minute fire walls to stop the spread of fire at exposed staircases in-between floors and basements
- Eliminating of tripping hazards throughout the building
- Signage, including emergency signage
All the above are in the purview of the contractor to complete, excluding the fire tank and fire-rated walls, which require an amendment to the Section 34 application to be made to the Provincial Heritage Resource Authority – Gauteng for approval. An application will be made once all tank and pump considerations have been concluded.
The JDA, in consultation with stakeholders, is being inclusive in the resolution of the pump being aesthetically pleasing. In response, the JDA will call for creative minds to curate public art that will cover and visually integrate the tank and pump into the urban fabric, helping to minimize their visual impact while reflecting the library’s history.
In September and October 2024, the following has been achieved:
- Tank sizing, positioning and proposal on cladding
- Due consideration of stakeholders’ inputs on the tank, other designs
- SMME identification and scope definition
- Commencement of certain works by contractor
- Compilation of draft Section 34 application to PHRA-G
- Definition of anticipated date of public opening
The City and the JDA are excited that progress is being made on the rehabilitation of Johannesburg Central Library, a cherished landmark that has served our community since1935 and remain committed is to ensure that the Johannesburg City Library reopens soon, allowing the citizens of Johannesburg to use its resources once again.
