City extends General Valuation Roll appeal period

The City of Johannesburg extends the General Valuation Roll (GVR2023) appeal period to 30 November 2023. The extension only applies to property owners who previously objected on the Roll.

This means, all property owners who previously objected to the new values of their properties and are still not happy with the Municipal Valuer’s Decision (MVD), will now have a longer period in which to lodge an appeal.

Kgamanyane Maphologela, Director for Communications and Stakeholder Engagement, says the appeal period extension yet again demonstrates that the City acknowledges the concerns and inputs raised by stakeholders.

“Due to technical challenges experienced by the City with its network, the City’s ability to deliver the MVDs to the property owners on time to afford them an opportunity to appeal was impacted. We hope that property owners who had objected and are still not happy with the outcomes, can take full advantage of the extension period to lodge an appeal. We continue to listen to our stakeholders and try to extend our services to them,” says Maphologela.

The City has so far processed more than 38000 objections out of a total of 42 053 objections received and sent out Municipal Valuer’s Decision (MVD) notices. Maphologela advises that, to appeal to a property, the objector or the property owner must first have objected to during the stipulated objection period.

An appeal to the Municipal Valuer’s Decision will be heard by a Valuation Appeal Board (VAB) which is an independent board appointed as per the Municipal Property Rates Act 6 of 2004 as amended (MPRA).
